Topic: Making Dallas Housing Needs a Reality Venue: Park City Club Cost: $35 member / $45 non-member / $15 student Join GDPC on September 14 to hear David Noguera, Director of Housing and Neighborhood Revitalization, provide some perspective about initiatives in this vibrant city, and an update on Housing. David Noguera, Director of Housing and Neighborhood Revitalization David Noguera comes to City of Dallas Housing with 16 years’ experience developing housing policy, administering programs, assessing and troubleshooting program implementation issues and advising government officials and representatives on housing issues. During his tenure at the U.S. Department of Housing and Urban Development (HUD), David oversaw the development of the Neighborhood Stabilization Program (NSP) and managed it at a national level for six years. More recently, he was tasked with developing an audit resolution division for HUD’s Office of Community Planning and Development. In this role, he negotiated settlements on Office of Inspector General audits of states, local governments and non-profits. Prior to HUD, David analyzed housing policy for Freddie Mac, evaluated federally funded programs for the U.S. Government Accountability Office (GAO) and non-profit investments for the New York Empowerment Zone. He holds a bachelor’s degree from the University of California at Berkeley in International Development and a master’s degree in City and Regional Planning from Cornell University.
