About PACE (Property Assessed Clean Energy)

The Texas PACE Authority was founded as a nonprofit organization in 2015 with the express goal of streamlining the implementation of PACE-funded clean energy projects in Texas using the “PACE in a Box” model. PACE is a local economic development tool that’s been established in 10 Texas counties and the cities of Dallas and Houston.  It is entirely voluntary and does not require the use of tax payer dollars.  Commercial, industrial and large multifamily properties can use this program to access affordable long term financing from private lenders to address deferred maintenance.  The program can be used for energy and water efficiency projects and the installation of onsite generation (solar, cogen, etc.).  The projects do not require out of pocket expenses and the utility savings are greater than the repayments. PACE is a way that older properties can compete with new construction by providing financing for energy and water efficiencies at industrial, commercial, and multi-family properties.

 About Charlene Heydinger: 

Charlene Heydinger is president of the Texas PACE Authority, the nonprofit administrator of Texas PACE programs and executive director of Keeping PACE in Texas, where Ms. Heydinger led the PACE legislative effort and the collaborative PACE in a Box model program design process involving 130 stakeholder volunteers. She worked on Capitol Hill, serving as general counsel to the House Republican Leader, Bob Michel, minority general counsel to the Senate Judiciary Committee, and minority counsel to the House Judiciary and Energy and Commerce Committees. As vice president and Washington counsel for ABC, Inc., Heydinger represented the company’s television and radio networks and owned stations, ESPN, and print interests for nine years. She served as executive director of the Morton and Angela Topfer Family Foundation. Heydinger is a member of the Texas, Washington, DC, and Michigan Bar Associations.
